Roberto De Zerbi will be handed funds to invest in his squad this summer and is targeting Tonali as a statement addition in midfield. Spurs are prepared to compete withArsenal and Manchester City to sign the 26-year-old in this summer's window.
Arsenal expressed initial interest in Tonali in January, while both Manchester City andManchester United have weighed up offers.
However, Newcastle's valuation of around £100m has not been met. That fee would smash Tottenham's current £65m transfer record, spent to sign Dominic Solanke from Bournemouth.

Spurshave signed Andy Robertson and Marcos Senesi as free agents, while negotiations are ongoing for Brighton centre-back Jan Paul van Hecke. The North Londoners have had two bids turned down for the Dutch defender.
Tonali is one of several big names that Newcastle are considering selling this summer, as the Magpies look to remain compliant with the Premier League's Squad Cost Ratio (SCR) financial regulations.
Despite the £69m sale of Anthony Gordon to Barcelona, Newcastle will consider significant proposals for Tonali, Lewis Hall and Tino Livramento, who have all attracted considerable interest from Premier League rivals.
