The directive has been issued by Ashwini Lathkar from the Zilla Parishad’s Secondary Education Department. Strict implementation instructions have been sent to block education officers, municipal education officers, headmasters and principals across the district.

New Guidelines…

According to officials, the order follows a Supreme Court judgement delivered on January 30, 2026, in Petition No. 100/2022. The court stated that providing adolescent girls with a safe, dignified and healthy environment in schools is a fundamental right.

Under the new guidelines, all schools and colleges must provide separate and hygienic toilets for boys and girls along with proper handwashing facilities. Educational institutions have also been instructed to install automatic sanitary napkin vending machines that provide free sanitary pads.

Creation Of Dedicated Menstrual Hygiene Rooms…

The order further mandates the creation of dedicated “Menstrual Hygiene Rooms” in schools and colleges. These rooms must be equipped with extra undergarments, spare uniforms, disposal bags and emergency supplies for students.

Girls’ washrooms must also include covered dustbins and eco-friendly systems for disposal of used sanitary napkins.

The education department has additionally directed schools to prominently display the Child Helpline Number 1098 issued by the National Commission for Protection of Child Rights through notice boards accessible to students.

‘Arrange Facilities Immediately’

Schools that currently lack these facilities have been instructed to arrange them immediately with support from local authorities, parents, school management committees and non-governmental organisations.

Officials said all institutions must submit factual status reports in the prescribed format to taluka and beat-level authorities without delay. These reports will later be compiled and sent to the district office.

Ashwini Lathkar said all educational institutions must take urgent action to ensure there is no violation of the Supreme Court’s directives.

The order also warned that any negligence or failure in implementation would result in direct accountability of the concerned headmaster or principal.
